Requires public agency contracts for services to include a statement with the custodian of public records' contact information in at least 14-point boldfaced type.

Mandates that public records requests related to service contracts be made directly to the public agency, which must notify the contractor if records are not in the agency's possession and allow the contractor a reasonable time to provide them.

Establishes that a contractor failing to provide requested public records within a reasonable time may be subject to penalties under s. 119.10, and allows courts to assess reasonable costs of enforcement and attorney fees against contractors with proper written notice.

Requires each agency to provide training to employees on public records law requirements and post the custodian of public records' contact information in offices and on websites where public records are routinely handled.

Modifies attorney fees provisions to require written notice to an agency's custodian of public records at least 2 business days before filing a civil action, unless the agency failed to post required contact information.
