Requires public utilities to obtain Florida Public Service Commission approval at least 1 month before implementing any proposed billing cycle changes.

Commission must consider the public impact when reviewing proposed billing cycle changes.

Limits billing cycle extensions to a maximum of 7 days.

Prohibits utilities from charging consumers a higher rate for increased energy usage that results solely from a billing cycle extension.

Exempts billing cycle changes necessitated by a state of emergency declared by the Governor from these requirements.
