Creates a new "Volunteer Rural Firefighter Certificate of Completion" for individuals providing fire services in municipalities with populations under 12,000 or counties with populations under 150,000.

Establishes training requirements not to exceed 160 hours, including emergency medical responder training, with the Division of State Fire Marshal authorized to set courses by rule.

Allows the division to award credit toward the certificate for approved courses completed since July 1, 1970, that were creditable at the time of completion.

Requires volunteer rural firefighters to maintain active status or complete a 40-hour refresher course every 4 years to retain certification.

Mandates fire service providers notify the Division of State Fire Marshal within 10 days of retaining or not retaining volunteer rural firefighters.
