Exempts certain nonprofit membership organizations affiliated with national organizations from child care facility licensure requirements, specifically those serving youth ages 6-18 that provide after-school programs, delinquency prevention programs, and character development activities

Requires all personnel of qualifying exempt membership organizations to meet background screening requirements through the Department of Children and Families, despite the licensure exemption

Qualifying organizations must operate at least 5 days per week, be facility-based or school-based, charge only a nominal annual membership fee or no fee, and be certified by their national associations as meeting minimum standards

Creates a Not-for-Profit Standards Study Group consisting of 4 Governor-appointed members from organizations including Florida Alliance of Boys and Girls Clubs, Florida Afterschool Network, and Florida After School Alliance

Directs the study group to recommend minimum health, sanitation, and safety standards for unlicensed nonprofit after-school programs and submit a report to the Governor and Legislature by November 1, 2015
