Changes the due date for the annual health flex plans report from January 1, 2005 to January 15, 2016 and annually thereafter, to be submitted jointly by the Agency for Health Care Administration and the Office of Insurance Regulation.

Revises the due date for the biennial workers' compensation health care delivery system report from January 1, 2003 to January 15, 2017 and biennially thereafter, submitted by a three-member panel to legislative leaders.

Extends the validity period of examination reports for foreign or alien insurers applying for certificates of authority from 3 years to 5 years preceding the application date.

Provides that the absence of a required agent countersignature does not affect the validity of a property, casualty, or surety insurance policy or contract.

Changes the due date for the annual workers' compensation insurance market report from January 1 to January 15 of each year, submitted by the Office of Insurance Regulation.

Excludes guarantees of higher education loans from the definition of "financial guaranty insurance" unless written by a financial guaranty insurance corporation.
