Creates a special identification card with a capital "D" designation for individuals diagnosed with a developmental disability as defined in s. 393.063

Allows the person with the disability, or a parent/guardian of a child or ward with the disability, to request the special designation

Requires an additional $10 fee for the designation, which will be deposited into the Agency for Persons with Disabilities Operations and Maintenance Trust Fund

Requires submission of proof of diagnosis from a licensed physician to obtain the designation

Replacement identification cards with the "D" designation may be issued without paying the standard replacement fee under s. 322.21(1)(f)
