Designates counties, municipalities, universities, Florida College System institutions, school boards, and airport authorities as traffic enforcement agencies under Florida law.

Prohibits all traffic enforcement agencies from establishing traffic citation quotas, with violations not subject to penalties under chapter 318.

Requires counties or municipalities to submit a report to the Legislative Auditing Committee if traffic citation revenue exceeds 33 percent of their law enforcement operating expenses in a fiscal year, within 6 months after the fiscal year ends.

Requires state law enforcement agencies to base any disciplinary action or performance evaluations of traffic enforcement activity on written work performance standards approved by the agency and any applicable collective bargaining units.

Takes effect July 1, 2015.
