Amends the Bert J. Harris Private Property Rights Protection Act (s. 70.001) to clarify that "property owner" and "real property" apply only to parcels directly impacted by a governmental entity's action.

Allows governmental entities to treat written property rights claims as pending litigation for purposes of holding private meetings under s. 286.011(8).

Expands settlement agreement protections to apply regardless of when entered so long as the agreement fully resolves all claims under the act.

Creates new s. 70.45 establishing a cause of action for "prohibited exactions"—conditions imposed on property use lacking an essential nexus to a legitimate public purpose and not roughly proportionate to impacts—allowing property owners to recover damages and reasonable attorney fees.

Waives state sovereign immunity for claims brought under the new prohibited exaction statute and applies the law to exactions imposed on or after October 1, 2015.
