Encourages the Department of Management Services to designate 1-4 state safe-haven facilities per county based on population size (1 for counties under 250,000; 2 for 250,000-800,000; 4 for 800,000+)

Authorizes state colleges, universities, Florida Highway Patrol stations, sheriff's offices, county courthouses, and other public buildings to serve as safe-haven locations with designated indoor and outdoor transaction areas

Provides immunity from tort liability for the state, local governments, and their officers, employees, or agents for any injury or damage arising from sales transactions at these facilities

Local governments retain authority to regulate and govern their own local safe-haven facilities and may adopt different definitions of terms as needed
