Establishes three consecutive term limits for Public Service Commission members appointed after July 1, 2015, and requires commissioners to complete 4 hours of annual ethics training beginning January 2016

Requires the commission to hold annual public customer service meetings in each electric utility service territory and mandates live internet streaming of meetings attended by two or more commissioners

Strengthens ex parte communication rules by extending the prohibited discussion period from 90 to 180 days for matters expected to be filed with the commission and requires the Governor to remove commissioners who willfully violate these rules

Creates a nuclear asset-recovery financing mechanism allowing electric utilities to petition for financing orders to issue bonds for recovering costs from retired or abandoned nuclear generating facilities exceeding $750 million, with charges appearing as a separate "Asset Securitization Charge" on customer bills

Limits customer deposits to 2 months of average usage, prohibits utilities from charging higher tiered rates due to extended billing periods, and requires utilities to notify customers of available rate options and provide good faith assistance in rate selection
