Adds new definition of "lawfully residing child" to mean a child lawfully present in the United States who meets Medicaid or CHIP residency requirements and is eligible for federal financial participation under the Children's Health Insurance Program Reauthorization Act of 2009.

Removes the definition of "qualified alien" and replaces references to it with "lawfully residing child" throughout the Florida Kidcare program statutes.

Explicitly clarifies that undocumented immigrants are excluded from eligibility for Florida Kidcare program coverage and optional Medicaid payments.

Expands optional Medicaid eligibility to include lawfully residing children under age 19 who would otherwise qualify for Medicaid under state law.

Conforms Florida Healthy Kids Corporation provisions to the new definitions by changing singular "a legal alien" for those enrolled as of January 31, 2004 who do not qualify for Title XXI federal funds.
