Requires the Diabetes Advisory Council to submit a biennial report by January 10 of each odd-numbered year to the Governor and Legislature detailing the public health consequences and financial impact of diabetes, including the number of persons with diabetes covered by Medicaid and state group insurance.

Mandates the council to assess the effectiveness of state agency diabetes programs, funding sources, and cost savings realized from program implementation in conjunction with the Department of Health, Agency for Health Care Administration, and Department of Management Services.

Requires development of a detailed action plan for reducing new diabetes cases with proposed action steps, expected outcomes, and benchmarks for prevention and control.

Adds the American Association of Diabetes Educators as an organization eligible to provide a council member representative.

Adjusts council membership composition from 21 members to not more than 18 members, including at least one representative each from at least three state medical schools.
