Applicants ineligible for a social security number must provide proof of a taxpayer identification number or a number associated with their identity document when applying for a Florida driver license

Expands acceptable proof-of-identity documents to include foreign passports, foreign birth certificates, and consular identification documents issued by the government of Mexico (or substantially similar documents from other governments)

Licenses issued based on foreign passports, foreign birth certificates, or consular identification documents are valid for the duration of the document presented or 1 year, whichever is shorter

Prohibits the Department of Highway Safety and Motor Vehicles from waiving knowledge, endorsement, and skills tests for applicants who use the newly added foreign government-issued documents as proof of identity

Requires the department to mark all driver licenses to indicate compliance with the federal REAL ID Act of 2005 once the U.S. Department of Homeland Security sets a final compliance deadline and determines the state is otherwise in full compliance
