Expands legislative intent to include development of domestic violence advocacy organizations alongside domestic violence centers for victim assistance.

Defines "domestic violence advocacy organization" as an organization providing services to domestic violence victims as its primary mission without operating a physical facility.

Requires the Department of Children and Families to receive and approve applications for certification of domestic violence advocacy organizations, with authority to inspect premises and adopt rules for certification criteria and minimum standards.

Mandates that certified domestic violence advocacy organizations comply with domestic violence center requirements under s. 39.905(1)(b)-(g) and establish procedures for voluntary service access by domestic violence victims.

Requires law enforcement officers investigating domestic violence incidents to advise victims of available domestic violence centers, certified advocacy organizations, and referral services in addition to notifying them of legal rights.
