Deletes the June 30, 1996 application deadline for the Abandoned Tank Restoration Program and removes the prohibition on liability relief for persons who acquired title after July 1, 1992.

Renames the "low-scored site initiative" to "low-risk site initiative" and revises eligibility criteria, allowing sites with changed ownership to participate and expanding the conditions for receiving state-funded cleanup assistance.

Increases state funding for low-risk site initiative from $10 million to $15 million per fiscal year and allows up to two separate funding phases (assessment and limited remediation) each up to the CATEGORY TWO threshold amount.

Reduces the minimum number of sites required for advanced cleanup performance-based contracts from 20 to 10 sites and increases total annual advanced cleanup funding from $15 million to $25 million per fiscal year.

Authorizes property owners and responsible parties to enter into voluntary cost-share agreements to bundle multiple sites for future advanced cleanup applications and increases maximum civil penalties for petroleum violations from $10,000 to $25,000 per offense.
