Creates a statewide prepaid dental program for Medicaid-eligible children separate from the Medicaid managed medical assistance program, to be administered by the Agency for Health Care Administration.

Requires the agency to contract with at least two licensed prepaid dental health plans with extensive experience in administering dental benefits for children and maintaining statewide dental provider networks.

Mandates enrollment in the program begin no later than September 1, 2016, contingent upon implementation of necessary state plan amendments or federal waivers.

Requires participating plans to submit encounter data and maintain a medical loss ratio of 85 percent, with calculations based on uniform financial data on a statewide basis consistent with federal regulations.

Requires the agency to submit annual reports by January 15 to the Governor and Legislature evaluating plan compliance, access to dental services, and oral health indicators for enrolled children compared to the general state population.
