Authorizes law enforcement officers to issue a simple warning or inform a parent/guardian of a child's infraction when a juvenile admits to committing a misdemeanor, as an alternative to formal civil citation.

Expands civil citation and similar diversion programs to cover up to two subsequent misdemeanors in addition to first-time offenders, removing the previous limitation to first-time misdemeanor offenders only.

Requires law enforcement officers to provide written documentation explaining why an arrest was warranted if they do not exercise the warning or diversion options.

Allows assessment of up to 50 community service hours and participation in intervention services including family counseling, urinalysis monitoring, and substance abuse or mental health treatment.

Maintains exemption from fingerprinting and criminal history record submission for juveniles issued civil citations or participating in similar diversion programs.
