Requires supervisors of elections to make available an online form on their official website for electors to electronically submit notices of in-state address changes.

Allows electors who change residence within the state to notify their county supervisor of elections by telephone, electronic submission, or signed written notice, as alternatives to submitting a full voter registration application.

Maintains existing requirements that electors provide their date of birth when notifying supervisors of elections by telephone or electronic means.

Requires voter registration officials to update elector records as soon as practical upon receipt of address change notices and directs supervisors to issue new voter information cards.

Takes effect July 1, 2015.
