Creates definition of "business entity" covering corporations, partnerships, LLCs, proprietorships, and other entities doing business in Florida.

Expands criminal penalties for false personation to include damaging victim's credit history or credit rating; authorizes courts to order restitution for victims' out-of-pocket costs including attorney fees and certified public accountant fees; establishes civil cause of action for victims.

Requires business entities to provide copies of fraudulent transaction records to identity theft victims and law enforcement within 30 days of request, subject to identity verification; prohibits charges to victims and limits liability for businesses that comply in good faith.

Increases criminal penalties for fraudulently obtaining goods or services from health care providers from misdemeanor of second degree to felony of third degree.

Creates new crime of selling counterfeit security company signs or decals without written consent; prohibits providing false information that becomes part of public records to facilitate identity theft and related offenses.
