Extends the Florida Enterprise Zone Act expiration date from December 31, 2015 to December 31, 2025, continuing tax incentives and programs for designated economically distressed areas

Replaces "enterprise zone development agencies" with "boards of enterprise zones" and requires municipalities or counties to designate a zone administrator as liaison between local government, the state department, and other organizations

Adds new eligibility requirement that areas nominated as enterprise zones must have at least two designated components of the Strategic Intermodal System within 1 mile of the zone

Allows governing bodies to apply for enterprise zone boundary changes annually instead of once every 3 years, and requires boards to adopt a resolution every 5 years confirming the zone continues to meet designation requirements

Requires annual reports to include strategic plans with specific measurable goals, and mandates dissolution of enterprise zones that fail to meet their annual goals within a one-year extension period
