Changes the Florida Historic Capitol space restriction from "shall not" to "may not" be used as office space for the rotunda, corridors, Senate chamber, House chamber, and Supreme Court chamber.

Creates the Florida Historic Capitol Museum Council with 13 members including legislative officers and appointees from the President of the Senate and Speaker of the House, with duties to guide museum strategic planning and preserve legislative history.

Renames the "Capitol Curator" position to "Florida Historic Capitol Museum Director" and expands their responsibilities to include proposing strategic and annual operating plans to legislative leadership.

Eliminates the citizen support organization provisions under section 272.129 and consolidates fundraising authority under a direct-support organization governed by a board of up to 21 members, with funds reverting to the state if the organization fails to maintain compliance or tax-exempt status.

Redirects $450 from special legislative license plate fees to the direct-support organization account for the Florida Historic Capitol Museum instead of the citizen support organization.
