Expands the definition of "renewable energy source device" to include equipment that stores or uses solar, wind, or geothermal energy to generate electricity or mechanical energy, including power conditioning and storage devices.

Prohibits property appraisers from considering value increases from renewable energy device installations on residential properties between January 1, 2013, and December 31, 2016.

Prohibits property appraisers from considering value increases from renewable energy device installations on any type of property on or after January 1, 2017.

Exempts renewable energy source devices and their components installed on or after January 1, 2017, from tangible personal property tax.

All provisions expire December 31, 2036, contingent upon approval of CS for SJR 400 or similar joint resolution by voters in November 2016.
