Declares a compelling state interest in enabling property owners to voluntarily finance stabilization and repair of sinkhole-damaged property with local government assistance through non-ad valorem assessments.

Expands the definition of "qualifying improvement" to include stabilization or other repairs to property damaged by sinkhole activity, treating such repairs as affixed to buildings or facilities.

Requires disclosure statements for property sales to include information about assessments for sinkhole stabilization or repair improvements, alongside existing disclosures for energy efficiency, renewable energy, and wind resistance improvements.

Expands the definition of "blighted area" to include areas with a substantial number or percentage of properties damaged by sinkhole activity that have not been adequately repaired or stabilized.

Takes effect July 1, 2015.
