Creates Section 500.92, Florida Statutes, establishing mandatory labeling requirements for genetically engineered foods beginning January 1, 2017.

Requires raw agricultural commodities genetically engineered and offered for retail sale to display "genetically engineered" on the front package or shelf label.

Requires processed foods containing genetically engineered ingredients to display "contains genetically engineered ingredients" or "may contain genetically engineered ingredients" on the package, listing the specific ingredients.

Prohibits genetically engineered foods from being labeled as "natural" or similar terms; exempts certified organic foods, alcoholic beverages, and foods prepared for immediate consumption in restaurants.

Authorizes the Department of Agriculture and Consumer Services to adopt rules, maintain lists of high-risk commodities, and assess civil penalties up to $5,000 per seed or $1,000 per retail package for violations.
