Allows sheriffs or county animal control centers to offer stray livestock (excluding cattle) for adoption or humane disposal instead of sale or auction, with owner notification and at least 3 business days to redeem the animal.

Makes sheriffs or county animal control centers responsible for fees and damages caused during livestock impounding, and allows each county to determine impounding fees.

Authorizes municipal animal control officers certified under s. 828.27 to take custody of neglected or mistreated animals and to order owners to provide care at their expense, with county court oversight.

Allows county courts to remand seized animals to the Society for the Prevention of Cruelty to Animals, Humane Society, county, or certified municipal animal control agencies for disposition.

Clarifies that local animal control provisions are supplemental and do not prohibit counties or municipalities from enforcing animal control laws through other means, including procedures in chapter 162.
