Terminates five trust funds within the Department of Education and Board of Governors of the State University System: Building Fee Trust Fund, Replacement Trust Fund, State University System Concurrency Trust Fund, State University System Law Enforcement Trust Fund, and Uniform Payroll Trust Fund.

Transfers balances and revenues from the Building Fee Trust Fund to the Capital Improvement Fee Trust Fund and from the Replacement Trust Fund to each university's local account.

Routes all other terminated trust fund balances and revenues to the General Revenue Fund unless otherwise specified.

Requires the Department of Education or Board of Governors to pay outstanding debts and obligations from terminated funds and directs the Chief Financial Officer to close out the funds using generally accepted accounting principles.

Amends section 932.7055 to require State University System police department forfeiture proceeds to be deposited into the appropriate local account instead of the special law enforcement trust fund.
