Codifies and establishes administration of five trust funds under the Department of Environmental Protection: the Administrative Trust Fund, Environmental Laboratory Trust Fund, Working Capital Trust Fund, Minerals Trust Fund, and Air Pollution Control Trust Fund

Allows balances remaining in these trust funds at the end of each fiscal year to carry forward and remain available for their designated purposes, rather than reverting

Authorizes the department to transfer all outstanding appropriations supported by federal grants to the Federal Grants Trust Fund, with this transfer authority expiring July 1, 2016

Increases mosquito control funding from the Solid Waste Management Trust Fund from 11 percent to up to 14 percent of annual revenues

Reduces the minimum allocation for solid waste management grants from 40 percent to up to 37 percent of annual revenues, and removes an expired provision allowing transfers to the Save Our Everglades Trust Fund
