Adds definitions for "depository library" and "state publication" to clarify which materials must be distributed to libraries throughout the state.

Revises the State Library Council composition to consist of nine members representing specific library sectors (public libraries, academic libraries, school libraries, and professional associations) instead of the previous broader membership structure.

Requires each state official, department, board, court, or agency to designate a state publications liaison and furnish state publications to the Division of Library and Information Services for distribution to depository libraries.

Authorizes the Division of Library and Information Services to coordinate with the Division of Blind Services to provide library services to blind and physically handicapped persons and permits the division to issue electronic information.

Removes the requirement for a centralized microfilming program for state agencies and eliminates the requirement that state agencies furnish a specific number of copies of public documents.
