Requires state and local law enforcement agencies to conduct annual reviews of asset seizures, settlements, and forfeiture proceedings to ensure compliance with Florida Contraband Forfeiture Act.

Prohibits law enforcement officer compensation, salary, promotion, or other benefits from being dependent on obtaining a quota of seizures.

Mandates that seizing agencies establish written policies and procedures for supervisory review of probable cause, legal counsel notification, prompt release of seized property, and officer training on forfeiture law including constitutional considerations.

Requires each seizing agency to complete an annual report detailing seized or forfeited property by type, value, case number, offense type, disposition, and proceeds, kept on file for public access.
