Allows counties to provide water supply and sewage disposal services outside municipal boundaries without municipal consent if services are provided outside the municipality's boundary and a prior consent agreement has expired.

Requires counties to obtain express consent from a municipality's governing body before constructing, owning, operating, or maintaining water and sewage facilities within municipal corporate limits, except for facilities already owned by the county prior to municipal incorporation.

Prohibits municipalities from extending their corporate powers within unincorporated county areas without the express consent of the county's governing body.

Simplifies language in existing statutes governing county water and sewer systems and municipal powers while maintaining protections for municipal service areas.

Effective date: July 1, 2015.
