Establishes four payment methods for labor pools to compensate day laborers: cash, negotiable instruments payable on demand, payroll debit cards, or electronic fund transfers to worker-designated financial institutions.

Requires labor pools to notify day laborers before their first pay period about the intended payment method and allow workers to elect alternative payment options, with the right to decline payroll debit cards or electronic fund transfers.

Mandates that if using payroll debit cards, labor pools must offer electronic fund transfer as an option and provide workers with a list of nearby businesses that allow fee-free card withdrawals.

Permits labor pools to deliver wage statements electronically upon written request from day laborers, while maintaining requirements to provide itemized statements at each payment and annual earnings summaries by February 1.

Takes effect July 1, 2015.
