Prohibits drivers under 18 years of age from using any mobile telecommunications device (including wireless phones, computers, and text messaging devices) while driving or in actual physical control of a motor vehicle on Florida roads.

Exempts mobile device use by minors when the vehicle is stopped with the engine off or outside normal traffic flow, when contacting E911 emergency services or reporting criminal activity, or when using the device for navigation purposes.

Establishes violations of the minor driver device ban as noncriminal traffic infractions punishable as nonmoving violations under chapter 318.

Adds a voluntary $1 per applicant checkoff option on driver license and identification card applications to contribute to the AAA Foundation for Traffic Safety, with contributions not counted as revenue for service charge purposes.

Takes effect January 1, 2016.
