Requires the Department of Health to conduct inspections of public food service establishments and assign letter grades (A, B, C, or U) based on a numerical scoring system with 100 points maximum, with violations assigned point values.

Mandates public food service establishments post their current letter grade card in a front window or designated location and maintain a copy of the most recent inspection report available to the public upon request.

Authorizes operators to request reinspection within 14 days of an initial inspection that fails to achieve an "A" grade, with the division able to charge a reasonable fee; allows contests through written hearing requests within 7 days of reinspection results.

Requires the division to establish a toll-free hotline for complaint filing and to appoint a consumer advocate to represent public health and safety interests regarding food service establishments.

Allows health inspectors to immediately close public food service establishments that fail to achieve a letter grade of "C" or higher, and permits increased inspection frequency for establishments receiving grades below "B."
