Expands tuition and fee exemptions at workforce education programs, Florida College System institutions, and state universities to include students adopted from the Department of Children and Families, regardless of adoption date, until they reach 28 years of age.

Creates new exemption categories for students in custody of the Department of Children and Families who are placed with nonrelatives pursuant to statute or with relatives not participating in the Relative Caregiver Program, with exemptions valid until age 28.

Removes the May 5, 1997 adoption date limitation from the existing exemption for students adopted from the Department of Children and Families.

Requires Florida College System institutions and state universities to adopt rules eliminating restrictions on credit hours, course types, and course repetitions for exempt students, and requiring disclosure of exemption information on institutional websites.

Requires financial aid officers to proactively contact students who may be eligible for tuition and fee exemptions and provide information about the exemption, effective July 1, 2015.
