Creates the "Student Online Personal Information Protection Act" establishing restrictions on how operators of K-12 educational websites, services, and applications can use student data.

Prohibits operators from displaying targeted advertising, using student information to create non-educational profiles, or selling covered information (which includes personally identifiable information such as names, addresses, grades, test results, and biometric data).

Requires operators to implement reasonable security procedures to protect student data and delete covered information upon request by schools or school districts.

Allows operators to disclose student information only for K-12 school purposes, legal compliance, judicial processes, safety/security, or to service providers under specific contractual restrictions.

Permits use of deidentified or aggregated student data for educational improvement and marketing, allows law enforcement access pursuant to court order, and does not apply to general audience websites.
