Requires the Department of the Lottery to split evenly net revenue from the "Ticket for the Cure" instant lottery game between universities with medical research facilities and direct service providers for breast cancer research and services for low-income, uninsured individuals with breast cancer.

Establishes the "Ticket for the Cure" special instant lottery game running from January 1, 2016, through December 31, 2021, with net revenue allocated for breast cancer research and services.

Restricts use of lottery funds to direct services, equipment, and supplies based on Medicare or lowest-cost fee schedules, prohibiting institutional overhead costs, indirect costs, and levies.

Requires direct service providers to furnish a continuum of care and specifies that lottery-generated funds cannot replace other state-appropriated breast cancer research funding.

Requires the Mary Brogan Breast and Cervical Cancer Early Detection Program to be funded through federal CDC grants and matching state appropriations under the General Appropriations Act.
