Eliminates references to "offering circular" throughout the statute and consolidates disclosure requirements into a single prospectus document.

Requires prospectuses to include a statement warning that upon a change of land use, owners may be evicted and ordered to move their mobile home within 6 months or forfeit it.

Mandates park owners provide evidence that suitable, affordable, and comparable mobile home park accommodations exist elsewhere locally before governmental approval of a mandatory eviction due to land use change.
