Creates the "Playground Safety Act" requiring public and private playgrounds open to children to comply with ASTM International standards and the U.S. Consumer Product Safety Commission's Public Playground Safety Handbook.

New playgrounds built or installed on or after July 1, 2016 must immediately comply with safety standards; existing playgrounds must comply by July 1, 2021.

Requires all public playgrounds to undergo initial safety inspection by a certified playground safety inspector by July 1, 2017.

Mandates counties and municipalities provide website links to playground safety standards by July 1, 2016 and allows them to require building permits and charge reasonable fees for new playground construction or major modifications.

Prohibits use of state funds for playground planning, development, or operations unless playgrounds meet the specified safety standards and guidelines.
