Directs the Department of Highway Safety and Motor Vehicles to develop a Bonefish and Tarpon Trust specialty license plate with an annual use fee of $25

Requires the plate to display "Florida" at the top and "Bonefish and Tarpon Trust" at the bottom

Department retains all annual use fees until startup costs for developing and issuing the plates are recovered

After cost recovery, distributes fees to the Bonefish and Tarpon Trust, which may use up to 10 percent for promotion and marketing of the plate

Requires the Trust to invest the remaining proceeds to conserve and enhance Florida bonefish and tarpon fisheries through stewardship, research, education, and advocacy, effective October 1, 2015
