Creates a public records exemption for individual identifying information in Point-in-Time Count and Survey data and Homeless Management Information System databases collected under 42 U.S.C. chapter 119, subchapter IV

Defines "individual identifying information" as information that directly or indirectly identifies a specific person, can be manipulated to identify a person, or can be linked with other available information to identify a person

Allows aggregate information from these surveys and databases to be released to the public as long as it does not disclose individual identifying information

Applies retroactively to information held before, on, or after the bill's effective date and sunsets on October 2, 2020 unless reenacted by the Legislature

Cites public necessity based on preventing discrimination, protecting vulnerable individuals (domestic violence survivors, those with mental illness or substance abuse issues), and reducing risks of fraud and identity theft
