Expands the Congressman C. W. "Bill" Young Veteran Tuition Waiver Program to include spouses and children of veterans who use transferred Department of Veterans Affairs educational benefits or Marine Gunnery Sergeant John David Fry Scholarship benefits.

Requires state universities, Florida College System institutions, career centers, and charter technical career centers to waive out-of-state tuition and fees for eligible individuals, capping charges at the in-state resident student rate.

Limits tuition waiver eligibility to 110 percent of required credit hours for the student's degree or certificate program.

Requires institutions to report annually to the Board of Governors and State Board of Education the number and value of all fee waivers granted under this program.

Effective date: July 1, 2015.
