Expands public records exemptions across 20 Florida statutes to protect trade secret information as defined in s. 812.081, incorporating an amended definition of "trade secret" from companion legislation (SB 564)

Adds trade secret protections for financial and proprietary information submitted to multiple state agencies including the Department of Revenue, Department of Health, Department of Environmental Protection, Department of Business and Professional Regulation, and Department of Agriculture and Consumer Services

Exempts trade secret information from disclosure under Florida's public records law (s. 119.07(1)) and the state constitution (s. 24(a), Art. I) while allowing disclosure to authorized government representatives and in legal proceedings

Establishes October 2, 2020 sunset dates for most new exemptions and October 2, 2019 for one exemption in s. 815.04, requiring legislative review and reenactment to maintain the protections

Declares public necessity for protecting trade secret financial information from disclosure to competitors, recognizing that businesses required to provide such information to government entities face competitive harm if the information is released
