Amends Florida Statutes section 48.031 to allow service of witness subpoenas in civil traffic cases by United States mail directed to the witness's last known address.

Requires that mail service of subpoenas in civil traffic cases must be sent at least 7 days prior to the witness's required appearance date.

Maintains existing provision that a witness cannot be held in contempt of court for failing to appear when served by non-certified United States mail.

Takes effect July 1, 2015.
