Authorizes district school boards to adopt rules facilitating procurement of materials, supplies, and services through online procurement and electronic auction services.

Defines "electronic auction services" as competitive procurement conducted on a centralized website using third-party software jointly managed by an approved vendor and the district school board to obtain competitive prices.

Permits the Florida Department of Education to use electronic auction services and other efficient procurement tools when assisting district school boards in pooling bids for school buses, equipment, and supplies.

Allows district schools to independently use electronic auction services or other efficient procurement tools for school bus and related purchases.

Effective July 1, 2015.
