Creates the Land Acquisition Trust Fund within the Department of Transportation to receive and manage funds transferred from the Department of Environmental Protection's Land Acquisition Trust Fund.

Requires the Department of Transportation to maintain the integrity of transferred funds and return any reversions or budget reductions to the Department of Environmental Protection within 15 days for future appropriation.

Mandates that any land or property interests acquired with trust fund moneys be titled to the state and managed according to the purposes in section 28, Article X of the State Constitution.

Prohibits investment of trust fund moneys under section 17.61, instead requiring funds be retained in the trust fund with interest appropriated to the General Revenue Fund.

Schedules the trust fund for termination on July 1, 2019, unless terminated sooner, with required review pursuant to section 215.3206 before its scheduled termination.
