Creates the "True Origin of Digital Goods Act" requiring owners and operators of websites and online services that distribute third-party commercial recordings or audiovisual works to disclose their true name, physical address, and telephone number or email address in readily accessible locations such as landing pages, "about us," or "contact us" pages.

Exempts from liability interactive computer services, Internet service providers, advertising networks, domain name registrars, hosting providers, and similar telecommunications service providers that transmit, store, or cache communications or services for others.

Defines "commercial recording or audiovisual work" as recordings or audiovisual works disseminated for sale, rental, or public performance, excluding video games and excerpts consisting of less than substantially all of a work.

Provides private right of action for owners, assignees, authorized agents, or licensees of commercial recordings or audiovisual works to seek declaratory judgments and injunctive relief against violators, with a mandatory 14-day cure period after notice before filing suit.

Entitles the prevailing party to recover necessary expenses and reasonable attorney fees; effective July 1, 2015.
