Removes the biennial registration requirement for cosmetics manufactured, packaged, repackaged, labeled, or relabeled in Florida with the Department of Business and Professional Regulation.

Maintains biennial registration requirements for drugs and devices while eliminating cosmetics from the registration scheme.

Updates references throughout Florida Statutes sections 499.003, 499.041, and 499.051 to remove cosmetics from registration and fee provisions.

Eliminates annual product registration fees for cosmetics (previously $5-$15 per product) while keeping fees for drugs and devices.

Takes effect July 1, 2015.
