Expands prescribing authority for advanced registered nurse practitioners (ARNPs) and physician assistants to prescribe controlled substances, including Schedule II drugs, subject to a formulary established by the Board of Nursing with limits on quantities and psychiatric medications for minors.

Requires Medicaid managed care plans, health insurers, and health maintenance organizations to allow prescribing providers to request overrides of step-therapy or fail-first medication protocols within 24 hours under specified clinical circumstances, and limits protocol duration to periods deemed appropriate by the prescriber.

Establishes prior authorization form standards requiring health insurers to use only Financial Services Commission-approved forms (maximum 2 pages) as of January 1, 2016, to promote uniformity in submission processes.

Prohibits retroactive claim denials by health insurers and health maintenance organizations based on insured ineligibility more than 1 year after payment, and permits claims to be denied at any time only if the insurer verified eligibility at treatment and provided an authorization number.

Repeals section 383.336 relating to provider hospitals and peer review boards; requires hospitals to notify obstetrical physicians 90 days before closing obstetrical departments or ceasing obstetrical services; and restricts interventional pain medicine and pain-management clinic controlled substance prescribing to licensed physicians.
