Removes requirement for grade 11 English Language Arts statewide assessment and mandates computer-based delivery of all statewide assessments beginning with specified implementation dates (grade 3 ELA by 2017-2018, grade 4 ELA by 2015-2016).

Requires student performance results on statewide and district assessments be provided to teachers and parents within 30 days of administration for new contracts, and prohibits school districts from administering duplicate final local assessments for courses already measured by statewide end-of-course assessments.

Limits school hours dedicated to testing to no more than 5 percent annually, requires parental consent if district-required local assessments exceed this threshold, and allows students to choose alternative State Board-approved examinations.

Reduces student performance component of teacher and administrator evaluations from 50 percent to 33 percent, changes language from "student learning growth" to "student performance," and allows districts flexibility in determining data sources and methodologies based on instructional assignments.

Allows schools granted waivers to use 2014-2015 assessment results for diagnostic and baseline purposes only, with specific conditions including ineligibility for school recognition funds and high-performing district designation; requires OPPAGA study on cost-effectiveness of leasing examination questions by December 1, 2016.
