Transfer administration of secondary metals recycler regulations from Department of Revenue to Department of Agriculture and Consumer Services, effective July 1, 2015.

Increase annual registration fee from $6 to $350 per location and require applicants to submit fingerprints for criminal background checks with costs borne by applicant.

Require secondary metals recyclers to maintain workers' compensation and general liability insurance, with immediate suspension of registration for non-compliance.

Prohibit purchase of regulated metals property between 7 p.m. and 7 a.m. and all day Sunday; change lead-acid battery purchase limit from more than two to three or more batteries in single purchase by same individual in single day.

Allow Department of Agriculture and Consumer Services personnel and law enforcement to inspect recycler locations and records; establish administrative penalties up to $200 per violation (max $5,000 per inspection) for non-compliance.
